Most asphalt surfaces do not need a full tear out. Here is the decision matrix contractors actually use, so you do not get oversold and do not waste money fixing what is already failing.

| Alligator cracking under 25% of surface | Cut out and patch failed sections, then overlay | Base is failing in spots. Surface fix is not enough. |
| Alligator cracking over 25% of surface | Full replacement | Base is shot across enough area that an overlay will mirror the failure within 2 years. |
| Surface 15-20+ years old, faded, multiple small failures | Mill and overlay if base is sound | Resets the surface without the cost of tear-out. |
| Standing water, sinking spots | Full replacement with regrade | Drainage and base issues. Surface work only hides the problem. |
